Following Margin Vega's takeover of the Bermuda Triangle, the group's leaders were able to relocate there and mass produce Lawliet replicas.

Even before relocating, the shipping of replicas was already taking place, though not at the same frequency. It was presumably led by the Lawliet Womb's creator, Green Dweller.
